Modern global information systems have entered a state of Advanced Systemic Instability (ASI), where the velocity of generative AI output has fundamentally decoupled from the speed of human or algorithmic verification. This divergence creates a "Semantic Vacuum" that leads to institutional collapse. This paper introduces the Veritas Protocol—a deterministic architecture designed to enforce a structural floor for information integrity. By decoupling logical verification from probabilistic inference through the Logic Authenticity Check (LAC) and the principle of Witness Silence, the protocol provides the necessary friction to restore Low-Entropy Operational Stability. We analyze the protocol's application in the context of the January 2026 global crises, demonstrating its capacity to mitigate "Credentialed Bias" and ensure functional predictability in hybrid human-AI governance models.
