The "Four Services" requires higher education to cultivate college students' awareness of serving the people, to have a distinctive political nature, to take ideal and belief education as the fundamental task, and to strive to fulfill college students' value pursuits. The "Four Services" gathers mighty forces, addresses difficulties and challenges, and provides law-based guidance for continuously writing a new chapter in the development of higher education.
