This paper defines Tier-3 of the Paton System architecture as the structural admissibility gate that determines whether formed configurations are permitted to persist. Positioned between Tier-2 formation and Tier-4 observation, the admissibility gate filters candidate structures according to the Boundary–Relation–Persistence framework. The Paton Admissibility Test and the Unified Admissibility Equation formalise the minimal structural conditions required for persistence.
