Embodied intelligence, as an advanced form of in-depth integration between artificial intelligence and the physical world, serves as a key engine for fostering new-quality productive forces and constructing a modern industrial system. Based on the spirit of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China and the orientation of the national 15th Five-Year Plan proposals, this study, combined with the latest progress of the global embodied intelligence industry in 2025, systematically sorts out the connotation evolution, technical paths, and development drivers of the industry, and in-depth analyzes the underlying supporting role of the upgrading of body-intelligence configuration in industrial development. The results show that during the 15th Five-Year Plan period, China's embodied intelligence industry will achieve key breakthroughs in fields such as multi-modal fusion perception and dual-system decision-making architecture, forming a diversified application landscape. However, it still faces challenges including complex technical integration, inconsistent standards, and prominent ethical risks. To this end, this study innovatively proposes a "five-in-one" development framework of "strategic guidance-technological tackling-ecological coordination-security governance-talent support". Through systematic measures such as strengthening top-level design, and improving the industrial ecosystem, it promotes the high-quality development of the embodied intelligence industry and seizes the commanding heights of global future industrial competition.
