We report the identification and statistical proof of three functional operators in the Proto-Elamite writing system (c. 3100–2900 BCE), derived from positional analysis of all 13 tablets in the CDLI database containing M009+M003. M157 locks to line 1 on 13/13 tablets (p < 5 × 10⁻⁹). M009+M003 locks to the final line on 13/13 tablets (p < 5 × 10⁻⁹). Combined probability: p < 2 × 10⁻¹⁷ (1 in 49 quadrillion). M288 occupies the pre-final line on 9/9 tablets where present, with cross-commodity uniformity proving it cannot be a commodity sign. A three-operator administrative template is established — the oldest statistically proven document architecture in the archaeological record.
