Welfare facilities use a lot of energy, much of which is met by fossil fuels. In the event of a power outage or disaster, the facility's energy supply may be cut off, making it difficult for residents to move to evacuation shelters. One solution to addressing these situations is to make welfare facilities energy self-sufficient.
