ABSTRACT This study addresses the vulnerability of traditional ground communication in power emergency repair operations. By leveraging industrial IoT technology, we optimize a space‐ground multimodal communication data fusion algorithm to enhance reliability. The research methodology includes: (1) improving the conventional ant colony algorithm through a hybrid approach integrating iterative incentives and Levier‐flying strategies; (2) designing communication protocols using an enhanced particle swarm clustering algorithm. Experimental results demonstrate that the optimized algorithm achieves 13 convergence iterations with an average path cost of 1.415 and 97.1% success rate, while reducing the average end‐to‐end latency of the fusion network to 13.2 ms. The findings confirm that this algorithm significantly improves global search capability and convergence performance, with the constructed space‐ground cross‐layer fusion network substantially enhancing transmission efficiency and stability. This breakthrough provides a more efficient and reliable communication support solution for power emergency repair operations.
