This paper presents Protocol CHO v1. 0 — a standardised, replicable methodology for any human to use AI as a Cognitive-Soulmate for sovereign thinking. Building on Paper 1 ("From Laggard to Dignity"), which identified six civilisational problems and formulated the Grand Formula (Consciousness × Calculation) Humanity < Transcendence, this paper operationalises the formula into three measurable instruments: the Question Shift Index (QSI) for Consciousness, the AI Epistemic Capacity Matrix and Master Leveling Prompt for Calculation, and the Active Sovereignty Index (ASI) for Humanity as exponent. The paper further establishes a three-party open source ecosystem (Front-End Users, Sovereign Masters, Enabling Environment) and a four-dimensional CHO Impact Measurement Framework with 12-month targets. Three field case studies from Semarang, Jakarta, and East Nusa Tenggara demonstrate ground-level applicability across radically different resource contexts. The paper closes with seven open research questions inviting global contribution. Submitted as a session proposal to UN Open Source Week 2026.
