This document proposes a protocol. It does not claim the protocol will work. It iden-tifies what must be true at each step for the protocol to succeed, and what measure-ments would confirm or falsify each step.Three levels of certainty are distinguished throughout: - ESTABLISHED: publishedphysics, reproducible experiments - THEORETICAL: logically derived from estab-lished physics, not yet experimentally confirmed - SPECULATIVE: requires assump-tions beyond current physics
