The initial project design submitted to FC in August 2025 (ENPA 2025) stipulated that the recording process would focus on the creation of new SHINE records, and that existing SHINE records were not to be reviewed and enhanced. Early in the project it became clear that many LSAs already had significant SHINE data coverage. The scope was therefore expanded to include the review and enhancement of existing polygons to the latest SHINE polygon and data standards (Idox Software Ltd, December 2023). These allow for more specific, granularly recorded SHINE records than were possible previously. The dataset was uploaded to the national SHINE dataset at least once each month during the project. Current SHINE recording guidelines were followed throughout (ALGAO et al 2018), with the LSAs used derived from FC sensitivity mapping (v4.2). A number of sources were consulted as standard during the creation of SHINE records, these included: " Exmoor Historic Environment Record (HER) monument records; " Aerial Investigation and Mapping (AIM) data, interpreted and transcribed from historic aerial photographs; " Historic Ordnance Survey maps (1st and 2nd Epoch Ordnance Survey, 3rd and 4th where available); " Tithe maps; " Modern digital aerial photographs, including satellite coverage (2000-); " Environment Agency LiDAR imagery; and " Relevant historical aerial photographs that were available to the SHE team (c. 1945 1999). Within the LSAs, new HER monument records were created and updated where appropriate to reflect the monument types that were captured, and to aid further post-recording interrogation. All records created as part of the project included the statement 'This record was created by Cornwall HER for the Forestry Commission's Project K' within their monument description. Existing records considered to have been meaningfully enhanced had the statement 'This record was enhanced by Cornwall HER for the Forestry Commission's Project K' included in their descriptions, and both groups of records were linked to a newly created Project K source record in Exmoor's HBSMR database to aid with retrieval. This source record was also linked to any SHINE designations created or altered during the course of the project. The project assessed 15,737ha as part of a rapid area assessment, including a review of 2,115 existing Historic Environment Record (HER) monument records and 562 existing SHINE records. Over the course of the project 465 SHINE records were created, alongside 170 monument records created where no record had existed previously. In addition 144 existing SHINE records and 67 existing monument records were enhanced, and 134 SHINE records removed.
