Regional “Worlds” of Production: Learning and Innovation in the Technology Districts of France, Italy and the USA

This paper investigates and compares the social relations and institutions at the regional level that underpin technologically dynamic, export-oriented production networks in France, Italy and the USA. Localized rules, institutions and practices are key both to their geographical concentration and their technological pertormance. A model of the conventions which co-ordinate economic actors' collective identities and their modes of interaction, or what is called “economic participation”, is built, showing that patterns of geographical concentration and specific forms of innovation are linked to the conventions which define economic identity and participation at the regional level. Cet article cherche à étudier et à comparer sur le plan régional les rapports sociaux et les institutions en France, en Italie et aux Etats-Unis qui sous-tendent les réseaux de production à la fois technologiques et voués à l'exportation. Des éléments-clés de leur concentration géographique et de leur performance technologique sont les réglementations, les organismes et les pratiques locales. Un modéle des conventions qui coordonnent les identités collectives des acteurs économiques, et leurs modes d'in-teraction, autrement dit leur “participation économique”, se voit construit, démontrant que des les modes de concentration géographique et les formes particuliéres d'innovation remontent aux conventions qui determinent l'identité et la participation sur le plan régional. Örtlich beschränkte Regeln, Institutionen und Gewohnheiten sind der Schlüssel zu ihrer geographischen Ballung wie auch zu ihrer technologischen Leistung. Es wird ein Modell der Konventionen erstellt, welche die kol-lektiven Identitäten und Art und Weise der gegenseitigen Beeinflussung, oder sogenannte “wirtschaftlichen Mit-bestimmung” koordiniert, und damit gezeigt, daß Muster geographischer Ballung sowie spezifische Formen der Innovation an Konventionen gebunden sind, welche wirt-schaftliche Identität und Mitbestimmung auf regionaler Ebene bestimmen.
