The primary goal of this paper is to analyze the budgets of the Ministry of Defence and the Serbian Armed Forces, which can determine the relationships between direct and indirect beneficiaries as well as the participation between sectors within the Armed Forces. Contemporary international relations condition the growing demands of the state's defense functions. On the other hand, there are limited material and financial opportunities, especially in countries with a lower gross social product. Based on these analyses, and bearing in mind the growing importance of information, not only for defense purposes, but in general in modern living and working conditions, the place of command and information systems in the Serbian Armed Forces is evaluated. Directing such a system in state administration requires certain resources. Every country needs to find a balance between economic opportunities and the need for efficient and effective defence in order to make the best use of available resources. Nowadays, modern international relations have big impact and cause growing demands of the state's defenece functions. Due to importance of the command and information system in the modern defence system, we can say that it is a necessity, not a possibility.
