This article analyzes the role of auditing and supervision as strategic tools for strengthening organizational management from a preventive perspective focused on quality, excellence, and institutional reliability. The study is explicitly linked to the field of Structural Engineering and Construction, addressing risk management, occupational safety and health, and institutional quality frameworks applied to infrastructure projects, which are essential for addressing social and environmental challenges through responsible construction technologies. A qualitative methodological approach was adopted, combining in-depth interviews with expert auditors from Ecuadorian State Control Bodies and a documentary review of regulatory frameworks and international standards, particularly ISO 9001 and ISO 45001, widely implemented in construction and infrastructure projects. The findings indicate that reliability, continuous improvement, and operational sustainability in construction-related contexts depend on the effective integration of auditing, control, and preventive management systems. The results demonstrate that auditing, when aligned with risk management and occupational safety systems, transcends its traditional compliance-oriented role and becomes a key management instrument for reducing risks, strengthening institutional performance, and enhancing the sustainability of construction projects. In summary, the study shows that preventive auditing constitutes a fundamental pillar for addressing the social and environmental challenges of the construction sector.
