Cosmological Update Dynamics (CUD) v3.2 proposes a structural framework for quantum phenomena based on distinguishability-driven dynamics. In this formulation, quantum states are represented as nodes in a ψ-network, where structural distance determines coherence and observation corresponds to instability-driven structural transitions. Wavefunctions are interpreted as superpositions of structural paths, and coherence emerges from structural accessibility rather than intrinsic randomness. This framework provides a unified structural description of interference, entanglement, and measurement, while leaving the mechanism of outcome selection as an open problem. This work establishes the structural foundation for subsequent extensions addressing selection dynamics.
