This archive contains the frozen MEONR2 V37 external verifier package for a reproducible r0-only hydro-envelope correction test against a locked MOND/RAR baseline. The package bundles the validated V33 hard-pass result, the V34 posthoc stress audit, the V35 reproducibility freeze, the V36 final report package, and an external verification script. The V33 analysis identifies a robust empirical winner, 2TGRADR0₂ + WALLEDGE₁over6_MASSIVELOGISTICVOBS₂00, which passes the hard Occam criteria against the locked MOND/RAR baseline with negative AIC/BIC deltas and bootstrap-supported stability. The V34 posthoc audit confirms that this result remains stable under error-model stress tests, galaxy-subset tests, removal tests, galaxy bootstrap with refit, and placebo feature-shuffle tests. V35 freezes the validated V33 and V34 artifacts by SHA256 hash, V36 provides a final report package, and V37 adds an external verifier for independent package-level validation. This release should be understood as a reproducible empirical evidence bundle rather than a completed derivation of the underlying field theory. It establishes a frozen phenomenological constraint that any subsequent MEONR2 field-theory interpretation must reproduce: an r0-only hydro-envelope residual structure involving an r0-gradient component, an outer-wall/edge component, and a massive-system damping factor, without invoking SMBH terms or local dynamo terms. The archive includes input ZIPs, evidence digests, summary reports, claim matrices, hash manifests, and the script verifyₘeonᵣ2chain. py, which checks the internal consistency of the evidence chain.
