Terrorist crimes are characterized by their seriousness, due to the randomness of the targets and victims and the chaos in implementation. Terrorist crimes would spread terror and fear in society, so that the entire world would be a scene of terrorist crime. Therefore, the Iraqi legislator criminalized in the anti-terrorism law all terrorist acts, as they are dangerous acts of violence that target the interests of individuals and the society in which they live, as well as targeting higher interests in the state such as public security and sovereignty.
