The goals of lifelong learning are to create a second-chance education and training for those who could not complete their education by a certain age and to update continuously the knowledge and skills needed to compete in today’s global, knowledge-based economy. In general, the philosophy of lifelong learning is “to get education to reach the learners.” Therefore, the system has to move to “a learner-centered approach” and be designed so that learners can enter and leave at various points. This paper reviews the meaning, the content and methodology, the providers, and the networking in lifelong learning in the world today and, more specifically, in the context of Vietnam.
