This paper proposes a conjecture of the dual-ring perpetual structure of spacetime. Centered on the interlocking coupling between an absolutely stationary ring of matter and an absolutely moving trajectory ring, the framework reinterprets the foundational relationship between matter and spacetime. The conjecture explicitly holds that matter actively participates in the construction and steady-state maintenance of spacetime structures. Through mechanisms of nesting, combination, disassembly, and recombination of dual-ring structures, it systematically explains the diversity of cosmic spacetime forms, the states of material existence, and astrophysical environments. It further deduces the mechanical response laws of spacetime structures, the boundaries of cross-structural intervention, and the characteristics of dimensional hierarchies. By contrasting the essential differences between a rigid actual universe and an elastic hypothetical universe, the framework ultimately establishes the interaction rules, forms of existence, and evolutionary logic governing matter and spacetime in the cosmos. (This paper aims to provide a new idealized abstract model for the exploration of spacetime structure. This model is a natural philosophy conjecture of matter, and has not yet undergone independent experimental verification. It may therefore be revised or overturned by future rigorous testing.
