In a move aimed at balancing America's position in the unipolar international system, Russian Foreign Minister Primakov proposed the formation of a “strategic triangle” of Russia, China, and India to serve as the foundation of global multipolarity. Such plans were stymied by a number of factors. The most important of these was the poor relationship between India and China.
