This technical report defines the U131 Public Replay and Collaboration-Ready Structural Screening Framework with Candidate v3 Freeze, GlobalShadow1000 Stress, Multi-Cycle External Replay, and Dashboard Governance.The framework extends the U131 High-Resolution Structural Screening Framework RC into a public replay and collaboration-ready infrastructure. It formalizes Real External Replay Pack v1, Candidate v3 External-Ready Freeze, Rule Delta Governance v2, Paper065 external replay reporting, GlobalShadow1000 stress testing, Multi-Cycle External Replay, reviewer and collaborator packages, and public demonstration/dashboard governance.Candidate v3 records are frozen as structural candidates with candidate identifiers, material sets, structural vectors, CompoundGraph summaries, pathway-target topology summaries, risk flags, no-call distance, external validation slots, and digest seals. External data are represented through query recipes, digest slots, validation summaries, and result-state schemas. Raw external database dumps are not redistributed unless source-specific license clearance explicitly permits it.Across the v5001-v8000 audit sequence, 4,377,900 of 4,377,900 computational governance checks passed. These checks evaluate boundary preservation, digest stability, no-retuning compliance, replay readiness, collaboration readiness, dashboard claim walls, no-call routing, risk routing, and quarantine behavior.This report does not provide evidence of clinical efficacy, prescribing suitability, dosage guidance, human safety, binding affinity, pharmacological effect, human use, wet-lab protocol suitability, or drug development.
