Small and mid-sized organizations cannot afford to absorb the cost of a mis-hire. Yet most SMB technical hiring relies on the same instruments that fail to detect actual capability in enterprise contexts—résumé review, keyword matching, years-of-experience heuristics, and charisma-based interviews. This technical note presents the SMB Capability-Detection Evaluation Framework: a four-layer, evidence-based evaluation system designed for organizations without dedicated HR infrastructure. The framework replaces proxy signals with artifact evidence, scenario-based evaluation, operator burden assessment, and deterministic scoring. A case study documents a 48, 000 operational failure attributable to a single mis-hire, demonstrates how the framework would have prevented it, and shows the outcome when the framework was applied to the subsequent hire.
