The article presents the results of a study of the place and level of human capital development and the knowledge economy of the Russian Federation in the world economy, analyzes the development indicators of the Russian education sector, identifies trends and problems in the development of staffing for the innova-tive economy of Russia, and suggests ways to develop a system of training highly qualified personnel.
