This Foundational Paper introduces the core formulation of the Multiverse in Vertical Time Theory (MVTT) and its specific application to the cosmological constant problem. The work develops a constraint-based interpretative framework linking informational admissibility, torsional structure, and cosmological stabilization, while preserving compatibility with standard local spacetime physics, through a structural architecture which includes phase-curvature tensors, local branching dynamics, and recursive compile-level realization — all embedded within a spacetime manifold governed by a meta-temporal vertical ordering of time. The paper also explores theoretical and mathematical connections with PGT, Wolfram's Ruliad, Deutsch-lineage simulative interpretations, the Wheeler-DeWitt problem of time, and an Everett-compatible operational bridge with Copenhagen. The Problem of Time is now addressed with an explicit mathematical treatment, formalizing the resolution of the Wheeler-DeWitt timelessness within the vertical meta-temporal ordering parameter τ, and establishing the operational distinction between physical time t and the compile-level ordering sequence. 9.
