The larger and more organized the activity, the larger and more organized is the information system which serves it. This paper is concerned with Information Processing Systems (IPS) which are built to aid the management and operation of an organization. In particular, the paper is concerned with the methods by which the information needs of the organization can be communicated effectively to those who are asked to implement systems to satisfy the requirements for planning, control, and operations.
