This paper presents Velcro Wallet, a non-custodial AI-governed cryptocurrency and fiat wallet implementing three novel governance mechanisms: a six-agent coordination stack with defined authority boundaries, a Constitutional Drift Detection Protocol with mathematically defined escalation thresholds, and a Language Toggle providing three distinct communication registers matched to user financial sophistication. The foundational principle is absolute: the AI advises and the human executes, always. The six-agent stack comprises Orchestrator, Market Intelligence, Trade Safety, Counterparty Intelligence, Portfolio Intelligence, and Language agents, each with defined authority boundaries and separation of concerns. The Constitutional Drift Detection Protocol implements three escalation thresholds: 0.13 (Pressure Detected), 0.15 (Drift Accelerating), and 0.17 (Constitutional Threshold — mandatory human escalation). The Language Toggle provides Everyday, Informed, and Pro communication registers applying identical governance content across all registers.
