This document is a Section 106 historic property inventory report for the Missile Defense Agency Test Pads Project on Vandenberg Space Force Base (VSFB) in Santa Barbara County, California. The Missile Defense Agency (MDA), in cooperation with Space Launch Delta 30 of the United States Space Force, proposes to lease and make improvements to four existing facilities to support construction of three launch test pads and one radar site on the North Base portion of VSFB. The purpose of the proposed MDA Test Pads Project would be to conduct test launches for observational tracking, modeling, and simulation exercises in support of the next generation missile defense systems. The Project would include demolition of older facility components (at Facility numbers 1824, 1833, 1836, and 1887), construction of new facility components, and replacement of older infrastructure to support the new facilities. The report identified 5 archaeological sites and 5 buildings with the potential to be impacted by the project. The sites include CA-SBA-1070, -1071, -1193, -1709H, and -1778. The buildings include Facility 1824, 1833, 1836, 1886, and 1887. The report provides details about each property including any previous cultural resource work that has been performed. The report concludes that the only resources to be potentially affected are archaeological sites CA-SBA-1193 and -1778. Archaeological monitoring is recommended at both sites. All built environment facilities were previously determined to not be eligible for the National Register of Historic Places and therefore impacts do not need to be considered because they are not historic properties. Ultimately the report delineates the project area of potential effect and a project finding of no adverse effects to historic properties.
