The rapid developments of the world demand innovations in learning. These innovations are necessary to prepare the younger generation to face the future challenges. In Indonesia, there is a large number of communities with different cultures, languages and traditions, living in numerous vernacular settings. Bringing them together to compose a unified national identity is a mammoth task. One way to do this is by utilizing culture-based learning resources, given its rich cultural diversity. In other words, innovations are important to strengthen national identity and build meaningful knowledge in this era of rapid global development and diversity. In this context, this research examines the issue of promoting literacy acquisition through culture-based education engaging various innovations rooted in culture and literacy education. This research employs a literature review as a methodology. Numerous literary sources were gathered and reviewed. The data is then coded and classified based on predefined keywords. The literacy learning innovations were then identified. They include the integration of local culture into lesson materials, the development of a culture-based curriculum, the application of a culturally responsive learning approach (CRI), the use of culture-based teaching materials, and the implementation of active learning strategies. This paper thus concludes that these innovations not only enhance the literacy skills of the students but also build character, increase learning motivation and strengthen national identity.
