CDN-352 adds uncertainty accounting to the CDN-351 external measurement gate. The decision score is S = Theta - Tᵣequired (C, R): positive S opens the strict P (20/20) gate, negative S closes it, and S/sigmaS determines whether the call is resolved or ambiguous. Under illustrative cap-error profiles, the strong anchor closes strict P (20/20) at z=-7. 55 for the tight profile and z=-2. 64 for the moderate profile, while boundary-touching gates remain intentionally ambiguous. The locked result is GATEMARGINERRORBUDGETLOCKED.
