Abstract: This research article examines the institutional and digital response to the 2015 Gorkha Earthquake through the lens of the National Reconstruction Authority (NRA). It provides a comprehensive analysis of the disaster's impacts, affecting 31 districts and resulting in an estimated 7 billion USD economic loss. The study focuses on the deployment of the Housing Reconstruction Management Information System (HR-MIS), a multi-tier technical backbone that utilized offline-capable mobile applications to capture field data and automate grant tranches through direct fintech integration. Beyond technical automation, the article evaluates the "Socio-Technical Effect, " arguing that the success of the HR-MIS was deeply contingent upon human mediation. It highlights the strategic role of MIS Specialists at the district level who acted as vital bridges between central digital policy and local administrative realities, managing structural compliance schemas and digital grievance redressal for over 600, 000 cases. This synthesis serves as a critical case study for resilient disaster recovery and the evolution of e-governance systems in Nepal.
