Integrated land-use and transport strategies require a cross-sectoral governance approach and institutional collaboration. However, current planning practices and evaluation models in the Nordics often fail to capture how land-use strategies influence transport demand and accessibility. This article presents a comparative analysis of accessibility benefits from four land-use scenarios and two road investments in Kristiansand, Norway. Our results show that modest land-use changes may provide substantial changes in accessibility benefits compared to transport investments. These findings highlight the need to more fully integrate spatial planning into land-use and transport appraisal frameworks.
