Recently, there have been cases in which police agencies have lost administrative lawsuits related to discipline. If disciplinary decisions made within the police are changed or reversed through the appeals process, the credibility of the police's disciplinary procedures and outcomes will be undermined. Therefore, this study examined the disciplinary standards of police officers and other public servants and analyzed the decision data of the Appeals Commission in order to appropriate police discipline. The results showed that the citation rate for police officers was 31.6%, which is 6% higher than that of other public servants, and the citation rate for dismissal for sexual misconduct was up to twice as high as that of other public servants, indicating excessively strict discipline. Based on these analysis results, the following suggestions were made to improve the disciplinary standards of the police. First, based on equity, it was proposed to revise the disciplinary standards for police officers to be the same as other groups of public servants. Next, it was proposed to clarify the police's internal criteria for reducing discipline, etc. Lastly, it was proposed to change the method of disciplinary decision-making from the current voting system to a disciplinary opinion format to ensure that disciplinary decisions are made more carefully and in a more robust manner.
