Abstract Constitutional and policy reforms serve as the backbone of governance in any democratic system. In India, the Constitution provides the framework for rights, duties, and institutional structures, while policy reforms operationalize these provisions to address socio-economic challenges. This paper examines the interplay between constitutional amendments and policy reforms in India, with a focus on decentralization, economic liberalization, social welfare programs, and governance reforms. Using case studies such as the 73rd and 74th Constitutional Amendments, Goods and Services Tax (GST), Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), and the Digital India initiative, this study evaluates the effectiveness, challenges, and future directions of reforms. The paper concludes that adaptive constitutional amendments, coupled with evidence-based policy initiatives, are crucial for sustainable development and inclusive governance.
