Innovation and entrepreneurship education is a new concept of education, which aims to cultivate applied talents with innovation spirit, innovation awareness, and innovation and entrepreneurial ability. By analyzing the characteristics of local application-oriented universities, this paper constructs a multi-level and stereoscopic innovation and entrepreneurship education system which consists of target system, course system, practice system, guarantee system and evaluation system, providing high-quality design and practical guidance for the reform of innovation and entrepreneurship education which we will comprehensively deepen.
