This paper is part of a coherent research program developing an informationally emergent physical framework. P08 analyzes the emergence of probabilistic structure within coherent informational dynamics. Building on the effective Schrödinger-type evolution derived in the coherent sector, the paper shows how probabilistic outcomes arise from structural features of the informational dynamics rather than from fundamental randomness. The work clarifies the origin of probability measures associated with coherent states and outlines the conditions under which standard quantum probabilistic rules emerge as effective descriptions. This provides the conceptual foundation for understanding measurement statistics and stochastic behavior within the broader informational framework. While this paper can be read independently, its full role is understood only within the complete sequence of papers (P00–P32).
