This paper is part of a coherent research program developing an informationally emergent physical framework. P07 derives an effective Schrödinger-type dynamics within the coherent sector of the discrete informational system. Starting from the underlying informational dynamics and global coherence constraints, the paper shows how unitary quantum evolution emerges as an effective description of long-lived coherent modes. The analysis clarifies the conditions under which a complex Hilbert-space structure and linear time evolution arise, without postulating quantum mechanics as fundamental. This result establishes the bridge between the informational substrate and standard quantum dynamics, setting the stage for the emergence of probabilistic structure and measurement-related phenomena addressed in subsequent papers. While this work can be read independently, its full significance becomes clear only within the complete sequence of papers (P00–P32).
