It retains all results of V6. 1 and adds a new Section 6 that establishes ΔI = 217/360 as a structure theorem under an explicitly named incidence axiom, rather than a coherent counting as in V6/V6. 1. V7 additions (Section 6). A single structural axiom is introduced: Incidence axiom Aᵢnc: the spectral incidence space of the PS → SM transition is HBL = H₃1 ⊗ H₇. Under this axiom, the number 217 is no longer adjusted or merely observed: it is forced by (i) the Littlewood-Richardson theorem applied to SU (4), (ii) the spectral projectors P₃1 and P₇, and (iii) the Casimir disjointness condition. Each irrep appears with multiplicity 1. The 27-plet 27Q=+2 originates from the sector (2, 0) Q=+2/3 ⊗ (0, 2) Q=+4/3 with C₂SU (3) = 8. Matter/gauge separation ESTAB. The Casimir disjointness 0, 4/3, 8 ∩ 3 = ∅ and charge disjointness -1, 1/3, 2 ∩ 0 = ∅, combined with GPS-invariance of STC and Schur’s lemma, give PBL|Hₘatter = P₃1 and PBL|Hgauge = P₇ ESTAB. The tensor product factorisation PBL = P₃1ᵐatter ⊗ P₇ᵍauge follows conditionally under Aᵢnc ESTAB cond. . Incidence trace EXACT SymPy under Aᵢnc. Tr (PBL) = Tr (P₃1) × Tr (P₇) = 31 × 7 = 217, hence ΔI = 217/360 ESTAB under Aᵢnc. Status upgrades: Tr (P₃1) = 27 + 3 + 1 = 31 passes from ESTAB cond. to EXACT SymPy under H₃1; Tr (PBL) = 217 from ESTAB cond. to EXACT SymPy under Aᵢnc. V6. 1 and V6 content (retained). All results of V6. 1 are preserved: ζgravTC = 15/13 ESTAB; vTCᶜonj = 246. 219 785 GeV (−0. 87 ppm vs vPDG). The spectral projector PBL with Tr (PBL) = 217 = 31 × 7, UV stability theorem, and metrological analysis of δs = −2. 63×10⁻⁴ are all retained. The former V6. 1 open point concerning the upgrade of P₃1 is closed: Tr (P₃1) = 27 + 3 + 1 = 31 is now EXACT SymPy under H₃1. The remaining structural assumption is no longer a missing calculation but the explicitly named incidence axiom Aᵢnc: HBL = H₃1 ⊗ H₇. The remaining open points are: (i) formal exclusion of non-admissible UV corrections (σ²R_μν R^μν couplings) ; (ii) general proof of the TC index condition beyond the classical regime; (iii) structural status of Aᵢnc: HBL = H₃1 ⊗ H₇ beyond its defining role as the PS → SM spectral incidence space; (iv) future GN metrology. Les points ouverts restants sont: (i) l’exclusion formelle des corrections UV non admissibles (couplages σ²R_μν R^μν) ; (ii) la démonstration générale de la condition d’indice TC au-delà du régime classique ; (iii) le statut structurel de Aᵢnc: HBL = H₃1 ⊗ H₇ au-delà de son rôle définitoire d’espace spectral de transition PS → SM ; (iv) la confrontation aux futures mesures de GN.
