The framework manuscript develops a finite-identity / causal-step-density quantum-gravity framework from finite distinguishable identity, Identity Number Algebra, causal-step conservation, the causal-step density sigmac, the Energy-Acceleration relation, and the fixed SDUC normal-form kernel. The companion causal-ruler Letter isolates the predictive background/ruler/growth branch relevant to the Hubble-tension problem.
