The article is dedicated to analyzing strategic planning in the united territorial communities (UTCs) of Ukraine, particularly in the context of the decentralization reform and the impact of martial law on their development. The article discusses the conceptual foundations of strategic planning, as well as the role of adaptability and a multi-level approach in conditions of dynamic changes. Special attention is given to the impact of war on the sustainable development of communities, specifically infrastructure recovery and the support of social services, as well as adaptation to new economic realities through digitalization. The article emphasizes the importance of integrating internally displaced persons into the restored economy and the resilience of UTCs. The article explores the conceptual foundations of strategic planning for the development of united territorial communities (UTCs) in Ukraine in the context of decentralization reform and martial law. The study aims to identify the key challenges and priorities for the sustainable recovery of communities under the conditions of war. The research methodology is based on a system-structural analysis, synthesis of legislative frameworks, and case analysis of communities affected by the Russian invasion. Scenario and typological approaches were also used to classify communities by the level of exposure to war risks. The results of the study highlight the significant transformation of strategic development planning due to the destruction of infrastructure, forced migration, loss of budget revenues, and the need to support internally displaced persons (IDPs). Particular attention is paid to the adaptation of strategic tools through digitalization and regional cooperation. It is proposed to focus development strategies on six priority areas: infrastructure recovery, economic revitalization, social services provision, integration of IDPs, digital resilience, and civil defense. The article also identifies four categories of communities depending on their proximity to hostilities and occupation, outlining differentiated approaches to strategic planning. The practical value of this research lies in its policy recommendations for local governments in war-affected areas. It offers a flexible, multi-level model of planning and resource allocation based on real wartime constraints and regional differences. The proposed framework may serve as a basis for updating local strategies and recovery plans during and after the conflict.
