The study proved the expediency of using the existing typological series of PSC and methods of hierarchical construction of their network using the example of individual levels of the hierarchy. In particular, the work proposes to determine their locations taking into account the regulatory service radius of PSC and form optimal service areas to cover the entire area of the settlements of the UTC. In addition, it was taken into account that the coverage area of PSC is not developed by building a circle with a radius of 3 km., and by constructing polygons whose extreme points are the endpoints of the 3 km long routes of moving of PSC services along the highways. During the study, 3 local PSC networks were formed using the method of constructing PSC service areas by developing optimal PSC service routes along highways, at a distance that does not exceed regulatory requirements, and determining the types of PSC using the regulatory limit on the equipment of fire departments with fire and emergency rescue equipment depending on the number of residents of the settlement served by the fire department. It is also proposed to expand the coverage area of PSC for undeveloped areas to 6 km. In general, specific examples have proven that the most effective method for building a PSC network is the method of optimizing architectural systems using a criterion based on the system principle of compactness. The authors propose the use of this method in the formation of PSC networks to develop maps of optimal routes for PSC services to a particular part of their service area, which will allow to reduce the time of arrival and reduce costs for the delivery of personnel of the PSC to the scene of the incident.
