In the session of Faizpur, December 1936, Congress entered the rural areas. In 1938, under the leadership of Subhash Bose, Congress remained busy in contact with the masses in Haripur. The work of Congress ministries in six provinces of India was also examined with the same model, which had already spent seven months in work. During his tenure, he organized the National Planning Committee and made Jawaharlal Nehru its chairman. His policy was of large-scale industrialization. He was against the agreement with Britain and wanted to strengthen this opposition. This caused trouble in Gandhian areas. People in his favor were thinking of making a compromise with the British government.
