Analysis reveals shifts in medical statistics and personnel in healthcare, emphasizing digitalization's impact.
Significance. Medical statistics play a key role in assessing public health and the healthcare system, undergoing significant changes due to digitalization, the shift to electronic reporting, and the need to comply with international standards. Following the 2012 reform, which transferred authority to regional governments, Medical Information and Analytical Centers became the central hub for data collection and analysis, enable data-driven healthcare management, requiring highly qualified personnel for effective operation. Purpose. To analyze the resources and activities of the Medical Information and Analytical Center as the main link in the system of collection, processing and analysis of medical statistical data. Materials and methods. Content analysis, analytical and statistical methods were used. The data of the annual reporting form FSN №47 “Information on the network and activities of medical organizations” were used. Results. For 2014-2024, the number of full-time positions in medical information and analytical centers increased by 27.4%, occupied positions – by 16.5%, and individuals – by 1.5 times. The employee satisfaction rate increased 1.5 times. Staffing of medical information and analytical centers decreased from 82.5% in 2014 to 75.4% in 2024. The part-time ratio decreased from 1.4 in 2014 to 1.1 in 2024. Currently, in the staffing of the country's medical information and analytical centers, doctors and average medical staff account for only 12.7% of all full-time positions; 10.6% of all occupied positions and 10.1% of all individuals. There is a decrease in the number of full-time positions of doctors by 7.9%. By the end of 2024, there were no doctors (individuals) in 9 regional medical information and analytical centers, and only one doctor was present in 7 subjects. There were no individuals with secondary medical education in 30 regional medical information and analytical centers. Conclusion. According to the Standard Provision, the medical information and analytical center performs 41 functions for the collection, processing and analysis of medical data. In all 89 regions of the Russian Federation, there are structures that perform the tasks of the medical information and analytical center, while in 2024, doctors and secondary medical personnel accounted for only 12.7% of all full-time positions, 10.6% of all occupied positions and 10.1% of the number of individuals in the staffing of medical information and analytical centers, which This indicates a shortage of medical personnel. Ensuring the quality and reliability of statistical information generated in the regional healthcare system by specialists from medical information and analytical centers is impossible without organizing training for employees of medical organizations on filling out accounting and reporting forms, conducting all levels of format-logical controls, as well as implementing automated data collection systems with built-in correctness verification algorithms.
