The state and the municipality, within the framework of their activities and the implementation of functions, enter into legal relations, which, among other things, are related to the purchase of goods and services to ensure their functions. Since these functions are one of the most important aspects of the existence of any society, the legal regulation of these issues requires special attention and thoroughness in legislative and law enforcement activities. The issue of ensuring generally accepted principles of legal regulation is particularly acute. This work is aimed at researching protection methods that minimize the preponderance of one of the parties to legal relations, methods of protecting participants in legal relations, revealing common patterns and shortcomings, and also aims to develop possible improvements, including those that facilitate the law enforcement process. The latter is primarily related to the development of all possible methodological recommendations and explanations based on practice and systematized from a variety of regulatory documents, including by-laws.
