Analysis reveals strong state influence on land use decisions in rural regions, suggesting implications for reforms.
France ranks first in the European Union in terms of land area. This determines the need for the active participation of the state in the regulation of land relations. Although since 1982, the country has begun the process of transferring decision-making powers and administrative skills in the field of agriculture and land use from the level of central authorities to the level of regions (decentralized government) and local self-government, nevertheless, the influence of the state on decision-making related to land use and land planning (land management) in the regions, it remains strong. The experience of France may be of interest in the course of reforming land relations in Russia.
