Subject. This article discusses the issues of formation of tourist and recreation systems in the regions of Russia, and improving the effectiveness of management decisions in the tourism sector. Objectives. The article aims to summarize the results of scientific research conducted at the municipal level and formalize approaches to case study analysis, which is the first step in developing a tourism development strategy. Methods. For the study, we used the methods of structural and content, logical, and statistical analyses. Results. The article presents the author-developed methodology to perform a case study analysis of tourism development, and its individual aspects. Considering the Sverdlovsk Oblast as a study case, the article assesses factors of the internal and external environments influencing tourism development. Relevance. A case study analysis can help form a basis for designing a tourism development strategy.
