The essay, prepared by the author on the eve of the celebration of the 80th anniversary of Victory in the Great Patriotic War, is dedicated to Ivan Samoshchenko, a combat veteran, director of the All-Russian Research Institute of Soviet Legislation, First Deputy Minister of Justice of the USSR. I. S. Samoshchenko’s military and scientific path testifies to his statesmanship and high responsibility, which were manifested, in particular, in the scientist’s works on the systematization of legislation, the methodology of selecting acts for the Collection of current legislation, and the Code of Laws using the experience of M. M. Speransky. Samoshchenko saw in lawmaking the initial stage of the functioning of the legal mechanism, at the end of which there is law and order and legality.
