This evaluation identifies regional development differences in coal resource-based cities, suggesting strategies to enhance environmental quality and resource utilization.
This paper focuses on coal resource-based cities in Henan Province. After expounding their development status and problems, an evaluation system with 21 indicators in five dimensions is constructed. The AHP method is used to determine indicator weights, and an “AHP + data standardization” quantitative evaluation method is proposed. Research shows that there are notable differences in transformation and development levels among different regions. The eastern region does better, while the western and northeastern regions face more issues. Main problems involve low resource utilization, uneven pollution control, poor environmental quality, extensive development, imperfect laws, and weak environmental awareness. Transformation and development suggestions are put forward, such as planning research, formulating regional industrial strategies, controlling resource exploitation, promoting energy conservation and emission reduction, and strengthening ecological maintenance. The goal is to offer decision-making references for turning these cities into ecologically livable ones.
