Analysis identifies key policy and market factors affecting distributed photovoltaic development, suggesting pathways for industry growth.
This paper analyses the influencing factors on the development of distributed photovoltaic (PV) projects using the fuzzy Delphi method. With the global pursuit of carbon neutrality goals, the advantages of distributed photovoltaic (PV) as a clean energy source have been emphasized. The Chinese government has introduced several policies to support its development. Through expert consultation, influencing factors in four key dimensions—policy, resource, system, and market—were identified, and their weights were calculated. Then, based on these influencing factors, the chain of factors influencing household and commercial/industrial distributed PV is sorted out, and the results show that policy provides the direction, resources serve as the foundation, the system is the carrier, and the economy/market is the core. The study provides a basis for decision-making on the development of distributed PV projects and aims to promote the high-quality development of the industry.
