Analysis reveals insufficient synchronization between SECAPs and municipal spatial plans for climate change, indicating challenges in sustainable development.
Sustainable Energy and Climate Action Plans (SECAPs) are strategic documents developed at the level of local government units to reduce GHG emissions and adapt to climate change. Municipal spatial plans and SECAPs are interconnected, as both documents focus on the sustainable development of local communities, with overlapping sectors such as energy, infrastructure, and the environment. This paper analyzes the dynamics of SECAP development in Bosnia and Herzegovina, as well as their content, with a particular emphasis on prescribed mitigation and adaptation measures. Additionally, the content of municipal spatial plans is examined in terms of climate change mitigation and adaptation. The research results indicate an insufficient level of synchronization between these two strategic documents.
