Analysis of power groups reveals contrasting dominance and coordination modes among urban actors.
The study aimed at studying the power groups in the urban community, considered in the framework of the concept of urban political regimes. Why and under what conditions in one case are formed modes focused on the dominance of one actor, able to change the «rules of the game», and in another the possibility of political actors is limited? Method of testing hypothesis is the comparison and analysis of the opposite cases in two cities: a major industrial center of Siberia, which consisted of a regime of «control», and the Siberian metropolis, where, presumably, formed the «coordination mode»; in two districts of the same city on the opposite socio-economic characteristics and Russian cities close to the structure of the industry. The obtained data allow to assume that the reason the formation of relations of «control» based as a monopoly mining the region’s economy and strategies of the leading actors.
