Analysis reveals changes in government composition in Sevastopol, highlighting the role of recruiting in elite formation.
The work is dedicated to the research of the formation process of the Russian elite of the new RF city of Sevastopol. The author is basing on theoretical outlays concerning elite’s formation processes, in particular the process of recruiting, which was elaborated by both domestic and foreign authors. The information sources for the analyses are: materials of the official site of the Sevastopol’s government, the electronic and other sources of mass information and so on. Due to a row of causes, we had to limit the research by the analyses of the Sevastopol’s government. In the years’ 2014-2017 there were three governments, which differed by both the number and composition. The first, and especially, the second government, led by the vice-admiral S.I. Menaylo, had in its composition a significant number of members, who had a big experience of the service in the force structures. The differing feature of the second government is the frequent change of its members. The third government, led by a young bureaucrat — D.V. Ovssiannikov, is differentiated by a more professional structure. His all members are outcomes of the governing structures of the local, regional and the federal levels. It is noteworthy, that in their compositions all three governments had officers from other regions or from the federal center.
